It is very difficult to create an advanced, confident civilization with a small number of cities, and it's almost impossible without a strong military. The more cities you own, the more capital you generate, the more religion, culture, science, gold, military units you are able to acquire. I may improve it again later, or at least try to fix its bugs (not too many, but still). This was at first an experiment whit turned into one of the most time-consuming projects I have known. This remakes the tech tree, some units, buildings, wonders, policies, and a ton of new promotions. And maybe some other things might dysfunction. I recommend Enhanced User Interface, otherwise the 'OR' links between technologies will be invisible. I might add them later on as well, but those are extremely heavy, so I better not. The English ones can be found on the workshop or with a copy of the game. Mod both in French and in English, with French voices for techs from Civ IV.
